DCMS chief: The white paper will not be “the last word” on reform

Department of Culture, Media and Sport (DCMS) Secretary of State Lucy Frazer has said she is determined to publish the white paper into the Gambling Act 2005 review soon.

Speaking at the Gambling with Lives Annual Parliamentary Forum, Frazer was quick to reassure attendees over concerns that another ministerial change would delay the white paper further.

Frazer took over the role from Michelle Donelan three weeks ago as part of Prime Minister Rishi Sunak’s latest cabinet reshuffle.

At the event, Frazer said: “Let me reassure you that [the] white paper is an absolute priority for me and for the Prime Minister, and we are committed to publishing it soon.”

She went on to say that while the government wants to publish the white paper soon, she wants to consider all aspects of gambling to make sure it covers everything it needs to.

“I do want to give these issues justice and take some time to make sure that I do meet with you and others to really understand the issues. I am particularly conscious of the vulnerability of young people,” Frazer commented.

Frazer then remarked that all areas of gambling policy are in scope and that she wants to ensure all views are heard and reflected in the white paper.

She added that while the white paper may be seen as the biggest opportunity for major reform of gambling, it will not be the end of gambling policy change in the UK.

“The white paper, when it is published, will not be the last word on reform. I’m really keen to keep talking to you all and to make sure we understand the drivers of gambling harm and how we can protect the public.”

Frazer is the fourth Secretary of State in charge of the DCMS since Oliver Dowden launched the review in February 2020.
