Amended online gambling bill introduced in Illinois
HB 4148 would allow interstate games to be played if consistent with federal law
An egaming bill which would see online gambling allowed in Illinois through its state lottery has been introduced by senate president John Cullerton.
Senator Cullerton’s bill HB 4148 proposes the creation of a new Division of Internet Gaming in the Illinois Lottery which would be authorised to offer internet wagering on its gaming platform, to Illinois residents who are 21 and over and located within state’s borders.
Cullerton sent a letter to Governor Pat Quinn and other lawmakers on Monday revealing his plans, arguing that the state could generate millions of dollars in extra revenue through gaming taxes.
The amended bill would also allow for the state lottery to enter into agreements with other state gaming entities for the purpose of offering multi-state games, if consistent with states and federal laws. However, online betting on sporting events of any kind will not be allowed.
The legislation could be heard in the Senate’s Executive Committee as early as this week.
Cullerton wrote in his letter: “The state could organise the first major poker pool, garner worldwide popularity, and position itself as a ‘hub’ for multi-state and international igaming.
“At its heart, the proposal creates the division of Internet Gaming within the Illinois Lottery whereby the division’s executive director can establish a single internet gaming platform to usher in igaming as well as permitting the division to partner with existing Illinois gaming entities and other third parties at the appropriate time.”
However, Patty Schuh, spokeswoman for senate minority Leader Christine Radogno, was quoted on BND.com urging caution.
“We should not rush to vote on this proposal, blinded by some dollar signs,” she said. “This is a massive expansion of gambling that deserves serious consideration.”
